It is still up to individuals to make their own choices...

Yes sir, for everyone. If a person chooses to shoot up heroin, that's their choice. If a person chooses to be so disengaged in their health care that they will take whatever pills a doctor prescribes to them, that's their choice. If someone chooses NOT to educate themselves about the risks involved in taking opioids, starts abusing them and ultimately ruins/ends their life...that would be, you guessed it, THEIR choice.

Or does personal accountability no longer apply when a person's reptile brain pushes their higher consciousness out of the decision-making driver's seat?

...and if their choices break the law, then they must suffer the consequences.

And every company.  So, if the company that delivered enough opioid pills to a small town pharmacy, that equaled a month supply for every man, woman and child in that small town, and decides to look the other way like it is nothing unusual, then they are responsible for that illegal choice, as well.
