In this thread, the object is to propose a policy for a generic country that we all hypothetically live in... then the next person agrees, but makes a provision that partially or completely invalidates the proposal.

EXAMPLES:

Adam: I propose that everyone have a minimum guaranteed salary of $100,000 per year.

Bernard: I agree, provided the salary is in Zimbabwean dollars. I propose that every citizen receive free ice cream for life.

Charles: I agree, provided the free ice cream is available only to people over the age of 110. I propose that...

And so on.

I'll kick it off:

I propose that every citizen be entitled to a free movie pass, once per month.
