I recognized him from his participation on series 1 of Taskmaster. Also the "Three Lions" song, that also featured co-lyricist David Baddiel, who was in Taskmaster series 9. My wife recognized him, as well, so that's 2 Americans with knowledge of Mr. Skinner of England.

You may recognise Frank Skinner from the 1996 football anthem "Three Lions" which he co wrote and is one of the singers... BUT I don't know how well known it is outside the UK (and Germany! It went top 10 there!).
Perhaps...but probably not though...maybe he just had one of those faces!
